I can verify this personally - try using an IP address outside of the US! I was traveling through Europe and China for a year. Every time I changed countries, I got entirely different results - and Google defaulted to the language of that country! It was very frustrating. I tried using http://www.google.com/webhp

This helped some; however, if I did the search using a proxy in the US, I still came up with completely different results. If that wasn't frustrating enough, my GMail web clips kept changing to the language of the country I was in, disregarding the fact that I had set the language to English.

I contacted Google to ask what to do about the web clips. They said that I had to turn labs off to fix it. I don't use any of the labs, and while turning them off (labs=0 added to the URL) did make the clips change back to English, it messed up other things in my mail.

Google doesn't account in any way for travelers' use of their products. Again, very frustrating.
